Baku was named Startup City of the Year for 2025 by one of the more widely cited global ecosystem indices. In the same year, 22 Azerbaijani startups raised approximately US$2.62 million between them.

Both facts are accurate, and the gap between them is the market. Azerbaijan's own innovation agency has been direct about the cause, describing significant difficulties in startups' access to financial resources. That candour is useful, and this page takes it at face value.

The information and communications sector is the fastest-growing part of the economy, with IT service income expanding at approximately 18% annually. That growth is real, and it sits mostly in services and outsourcing rather than in venture-backed products.

Regional context is instructive. Neighbouring markets have moved considerably faster: Kazakhstan recorded venture investment of approximately US$130 million in 2025, and Uzbekistan over US$329 million. Azerbaijan's ecosystem infrastructure is comparable; its capital is not.
